Low cost XP in foreign countries will it help?

If you have traveled at all overseas you will find hacked versions of almost any program out there. So Microsoft’s decision to offer a lower cost XP version to the Thai government may be well and good for those countries that are trying to do the right thing. But I guarantee you that 99% of the rest of the population are running hacked versions of the software. [ZDNet]
