		<description>It&#039;s not?  That&#039;s funny, because I got something worded just like that from Paypal about 3 years ago.  I got ripped for over $900 and Paypal ended up closing the account over it.  So yeah, that&#039;s EXACTLY how Paypal handles payment reversals.
